Slaugham Neighbourhood Plan

Mid Sussex District Council has carefully considered the Recommendations of the Examiner which are outlined in the Slaugham Neighbourhood Plan Examiner's Report and the reasons for them. Mid Sussex District accepts those recommendations and the Decision Statement can be viewed here.

January 2014

The Examiner for the Slaugham Neighbourhood Plan has praised the Parish, saying its “aspirations and ambitions are sound” but has asked for some further work on procedural matters. The Full Examiner’s Report can be found here along with the full report into the two associated Community Right to Build Orders.

The Examiner has helpfully given the Parish Council very clear advice about what needs to be done to modify the Plan. This will enable the Parish to move forward with confidence that the Plan will be successfully examined once these issues have been addressed.

December 2013

A public hearing into the Slaugham Neighbourhood Plan was held on 4 November 2013. The District Council’s notes of the public meeting are published here. Please note that these notes are being made available for information only and have not been agreed with the other interested parties.

October 2013

Ann Skippers, the independent examiner for the Slaugham Neighbourhood Plan, has decided to hold a public hearing to consider some of the issues raised.  The hearing will take place on Monday 4 November 2013, commencing at 10.00 am.  The venue is Handcross Parish Hall, High Street, Handcross, West Sussex RH17 6BJ.

The public notice of the hearing and the examiners note setting out further details, including issues to be discussed and a list of invited representatives, have been published.

September 2013

Representations to the Slaugham Neighbourhood Plan and Community Right to Build Orders. A summary of representations made on the Slaugham Neighbourhood Plan and Community Right to Build Orders is available in the Summary of Representations document. A further Summary of Representations received during the reconsultation of Community Right to Build Order 1 (St Martin Close/Coos Lane) has also been produced.

Examination information

The District Council has appointed Ann Skippers as the Examiner for the Slaugham Neighbourhood Plan and Community Right to Build Orders.

Ann is a chartered town planner with over twenty years of practical experience in a career that has spanned the public, private and academic sectors.  Ann began her career working for Chelmsford Borough Council and now runs her own consultancy Ann Skippers Planning specialising in providing support and training to local authorities, community and other groups and individuals on planning.  Ann was President of the Royal Town Planning Institute in 2010 and is currently Vice Chair of the Construction Industry Council and a Visiting Lecturer at University College London.  She is a Member of the Neighbourhood Planning Independent Examiner Referral Service.

We have published a note of the procedural meeting held on 23rd August 2013 between the Examiner, Slaugham Parish Council and Mid Sussex District Council.

Ann Skippers has asked that we publish her letter to Barton Wilmore dated 23 September 2013 on the District Council’s website.

Slaugham Neighbourhood Plan and Community Right to Build Order 2 (Handcross)

The consultation on the Slaugham Neighbourhood Plan and the Community Right to Build Orders closed on 25th July and further comments will not be accepted.

Community Right to Build Order 1 (St Martin Close/Coos Lane)

Mid Sussex District Council re-published the Community Right to Build Order for St Martin Lane/Coos Lane for 6 weeks. The full Community Right to Build Order can be found here. The consultation ran from 30th July to 10th September 2013.

Slaugham Neighbourhood Plan

The Parish Council has prepared the plan to establish a vision of the future of the parish and to set out how that vision will be realised over the plan period 2013 to 2031. The Plan contains a variety of policies and infrastructure proposals, including determining the level, location, type and phasing of new housing development as well as new community facilities, public open spaces and village centre improvements.
