East Grinstead Neighbourhood Plan Making (adoption)
On Wednesday 2nd November 2016 Mid Sussex District Council resolved to ‘make’ the East Grinstead Neighbourhood Development Plan. The East Grinstead Neighbourhood Plan has been formally ‘made’ as of 3rd November 2016. The East Grinstead Neighbourhood Development Plan and accompanying Documents including the Environmental Report and the Neighbourhood Plan Regulation 20 Adoption Statement can be inspected, free of charge at the principal office of Mid Sussex District Council in Haywards Heath during normal office hours and are additionally available for inspection below:
East Grinstead Neighbourhood Plan Referendum
A Neighbourhood Planning Referendum was held on Thursday 20th October 2016 where those who live within East Grinstead Parish were asked "Do you want Mid Sussex District Council to use the neighbourhood plan for East Grinstead to help it decide planning applications in the neighbourhood area?" People living in East Grinstead voted as follows:

On the 6th September 2016 Mid Sussex District Council formally accepted the Recommendations of the Independent Examiner for the East Grinstead Neighbourhood Plan. This decision enables a Referendum to take place on the East Grinstead Neighbourhood Plan.
A neighbourhood planning referendum will be held for the East Grinstead Neighbourhood Development Plan 2014-2031 on Thursday 20th October 2016. The question asked in the referendum will be:
“Do you want Mid Sussex District Council and the South Downs National Park Authority to use the neighbourhood plan for East Grinstead to help it decide planning applications in the neighbourhood area?”
The referendum area and the area covered by the neighbourhood plan is contiguous with the Parish Council boundary as shown on this map.
A person is entitled to vote in the Referendum if on 20th October 2016.
- He or She is entitled to vote in a local government election in the Referendum Area; and
- His or her qualifying address for the election is in the Referendum Area. A persons qualifying address is, in relation to a person registered in the register of electors, the address in respect of which he or she is entitled to be registered.
The Referendum expenses limit that will apply in relation to the Referendum is £3,581.12. The number of persons entitled to vote in the Referendum by reference to which the limit has been calculated is 20,663. The Referendum will be conducted in accordance with procedures which are similar to those used at local government elections.

East Grinstead Neighbourhood Plan Examination Report
On the 17th August 2016 Mid Sussex District Council received the Independent Examiner's Report on the East Grinstead Neighbourhood Plan. The report concludes that subject to modifications the Plan should proceed to Referendum. The Examiner's report is available to view below:
The Independent Examiner Deborah McCann appointed to carry out an examination of the East Grinstead Neighbourhood plan held a public hearing on Wednesday 20th July 2016 to consider whether the Neighbourhood Plan has regard to national policy and advice and is in general conformity with the Mid Sussex Local Plan particularly in respect of housing provision and town centre regeneration. The Minutes of the East Grinstead Neighbourhood Plan Examination Hearing have now been published.

Deborah McCann, the Independent Examiner for the East Grinstead Neighbourhood Plan, has contacted the District Council to ask a series of questions about the Plan. The attached document contains her questions and the response which was jointly prepared by the Town and District Councils. The Independent Examiner's questions are in the black text and the response from the two Councils in red.
The District Council has appointed Deborah McCann as the Examiner of the East Grinstead Neighbourhood Plan with a Report anticipated to be received during the summer of 2016.

Mid Sussex District Council is publishing the submitted East Grinstead Neighbourhood Plan. The consultation will run from 3rd February 2016 until 16th March 2016.
East Grinstead Town Council has prepared a neighbourhood development plan for the town and surrounding countryside. The Plan seeks to identify sites for housing, and recreational land, whilst regenerating the town centre.
