In 2005, Atkins (Planning Consultants) were commissioned jointly by Mid Sussex District Council, Horsham District Council and Crawley Borough Council to examine options for growth at Crawley and Burgess Hill.  The need to examine options for growth around Crawley and Burgess Hill arose during the preparation of the West Sussex Structure Plan and comments made by the Examination in Public Panel. 

The West Sussex Structure Plan 2001 - 2016 states that any new areas for housing post 2016 'would need to be identified in detail through future technical studies - these will include investigation of the potential of locations at Crawley and development in the Burgess Hill area'. The Structure Plan goes onto state that 'A joint assessment...will also be undertaken to identify how development for both strategic and local needs might be accommodated in the wider Burgess Hill area.'

Following the work on potential sites around Burgess Hill and Crawley, Mid Sussex District Council commissioned Atkins to examine options for growth around Haywards Heath. 

Atkins are independent of any developer interest in the District and have produced these documents for use by the Council.  The documents do not contain proposals and are not consultation documents, they will not be adopted by the Council.  The documents do, however, set out options for consideration and will be used as background to inform issues and options work on the Council's new Core Strategy.  The Core Strategy will identify broad locations for housing, up to 2026 to meet the housing requirement set out in the emerging South East Plan.

Supplementary Studies at Crawley and Burgess Hill

Following the publication of the initial studies in September 2005, Mid Sussex District Council commissioned Atkins to undertake further supplementary studies.  This work related to sites around Crawley, within Mid Sussex and sites around Burgess Hill.

These supplementary studies must be read in conjunction with the original studies. 

Crawley Supplementary Study

This study contains more detailed landscape, visual and ecological appraisal of land to the east of the M23 at Pease Pottage and land north and south of the A264 near Copthorne.
