The "west and south-west of East Grinstead for 2,500 homes after 2006" is one of several locations identified for strategic development "where possible" in the South East Plan.  This proposal has been carried forward from the West Sussex Structure Plan 2001-2016, which highlighted the need for a supporting transport package including a relief road.  However, a number of significant difficulties including environmental and financial viability issues have been identified that have cast significant doubt upon the deliverability of the ‘full scheme' and relief road.

Consultants Atkins were commissioned to:

  • Establish an outline strategy that could enable a significant proportion of development to come forward without the need for a major transport intervention (i.e. full or partial relief road); and
  • To ascertain the level of development acceptable in transport terms.

It was anticipated that the strategy would include measures to encourage use of sustainable transport and upgrades to key junctions on the A22 London Road.

The report has been delivered in two stages.

Stage 1 was received in April 2009 in two parts:

Stage 1 outlined the initial study results and a range of proposed measures, surveys and study work for consideration.  An accompanying West Sussex County Council (WSCC) Officer Comments Note (June 2009) was also published along with the data used for the Report:

Stage 2

There was an immediate need for further work to provide better understanding of and increased confidence in Atkins' initial development capacity estimates.  In July 2009, further clarification of the methodology and assumptions contained within the March 2009 Report was requested.  The East Grinstead Transport Advice 2nd Stage Report of Tasks 1 & 2 was received in September 2009.  An accompanying West Sussex County Council (WSCC) Officer Comments Note (October 2009) was also published.

Over the past few months, consultants MTRU have been providing transport advice to EGTC regarding their input into the Core Strategy. MTRU's latest findings have been published on EGTC's website in their September 2009 Report New Development in East Grinstead (links to external site) which takes account of the results of Atkins' Stage 2 work.
