Enforcement

Since 23rd January 2006, the Council has been actively enforcing both On Street parking regulations and restrictions, together with its Off Street Car Parks, in the Mid Sussex District.  Most parking offences are now a civil rather than criminal matter.  It is important to recognise that all restrictions and Highway management remain the responsibility of the West Sussex County Council and that the District enforces these under an Agency Agreement.  The Government's Traffic Management Act 2004 became law in England on 31 March 2008, and replaced the Road Traffic Act 1991, under which the District Council carries out enforcement.

Aims

The Council aims to provide clearer, safer streets; reducing congestion and ensuring, in conjunction with the police, that roads are kept clear for emergency vehicles.  It aims to keep the short stay parking (on and off street) turning over so that the local economy is assisted and people have access to the local amenities.

One of the aims of the Traffic Management Act is to ensure that the public are provided with clear information with regards to parking, the restrictions involved and the processes involved with Penalty Charge Notices.   To this end, the District Council has attempted to provide helpful links to provide customers with as much information as possible.

The Traffic Management Act also aims to ensure that Councils are open and honest about their parking enforcement.  If there are any queries that have not been answered on this website, please contact Parking Services and we will endeavour to help you.

PATROL

Parking Services strongly recommend that anyone who has a query with regard to parking enforcement refer to the website of Parking and Traffic Regulations outside of London.  It provides very helpful information on:

  • Penalty Charge Notices
  • Appeals
  • Regulations that Councils (including Mid Sussex) should be following
  • Signs and Lines
  • Parking Legislation
