Mid Sussex District Council is not responsible for supplying sandbags to the public.
There is a broad expectation in the mind of the general public that, in a period of likely flooding, the 'local authority' will make sandbags available. Unfortunately this is not the case as the homeowner is responsible for flood protection of their own property. Just as homeowners would protect themselves from the risk of fire by installing smoke alarms or the risk of burglary by installing security locks on windows - homeowners are responsible for protecting themselves and their property against the risk of flooding.
Sandbag Provision - Who Does What?
- Environment Agency - Work to prevent major breaches or overtopping of watercourses.
- West Sussex County Council - Work to prevent flooding of the highway to maintain transport links and from the highway to adjacent properties.
- West Sussex Borough / District Councils - Respond to Civil Emergencies and provide strategic protection of flood risk areas.
- West Sussex Fire Service - hold a small stock of sandbags for immediate use in cases where there is an urgent and imminent threat to either life or property.
Mid Sussex District Council cannot provide sandbags for the protection of individual properties due to the inherent difficulties of trying to deliver them whilst roads are flooded. Experience has shown the delivery of sandbags to be ineffective due to roads becoming impassable which causes delays such as flood waters may have already receded prior to sandbags being received.
