Gambling Act 2005 Policy (Statement of Licensing Principles - Gambling Act 2005) To take effect from 31st January 2016 for 3 years

Consultation purpose

Who is to be involved?

The public consultation is open to all who are interested. A number of groups will be directly informed and asked for their view. These are:

  • Local Authorities that border Mid Sussex District Council
  • West Sussex County Council
  • The Members of the Council
  • Parish and Town Councils
  • Sussex Police
  • The Members of Parliament for the District
  • Social Services Child Protection Office
  • Organisations representing local businesses
  • Members of the public via the Council’s web site, the local libraries and help points
  • HM Customs and Excise
  • Gamblers Anonymous

Elected District Councillors will be involved throughout the process through:

  • The Licensing Committee
  • Scrutiny Committee for Leisure and Community– (any District Councillor not sitting on the committee can attend)

Why people are being involved?

The Gambling Act 2005 Section 349 requires the Mid Sussex District Council to publish a policy (known as The Statement of Principles Gambling Act 2005) concerning the exercise of its functions under the Act. It was first published in January 2007and is subject to a three yearly review.

Accordingly the last policy published in January 2013 is due for renewal in January 2016

The policy has been drafted after discussions between the Licensing Committee, Licensing Team, Legal Services The policy is legislation based (Gambling Act 2005).

When will people be involved?

  • Public consultation on proposed changes – scheduled September/October 2015 There will be a public consultation period on the proposed changes scheduled for eight weeks during September and October 2015.
  • Outcomes of Consultation – the findings of the consultation exercise will be considered by the Scrutiny Committee for Leisure and Community in November 2015
  • Full Council – scheduled December 2015 It is anticipated that the policy will be presented for agreement by Full Council in December 2015.

How people will be involved?

The consultation will be open to all and we will seek to inform and receive comment from the licensing trade, the public and enforcement agencies. We will:

  • Provide details and documentation on the Council’s website
  • Letters or emails will be sent to all the other organisations listed in section 1 above.
  • Provide copies of the documentation in local libraries and Town Council Offices
